Project Title: Reception Barracks Complex Phase II at Fort Jackson, South Carolina The procurement described herein is for a Military Construction (MILCON) contract being procured as an unrestricted requirement utilizing Best Value Trade-Off negotiated acquisition procedures in accordance with FAR 15.101-1.

This project includes construction of a reception processing center, a battalion headquarters and company operations facility (COF), trainee barracks, medical clinic, overhead protection/canopy, storage building, swing space, optical fabrication laboratory and building information systems.

Work will also include site development, utilities and connections, perimeter security devices, lighting, paving, parking, walks, curbs, gutters, storm drainage, landscaping, fencing, and signage. **NOTE: In accordance with Executive Order 14063, a Project Labor Agreement (PLA) will be required for the subject requirement. The purpose of amendment 0001 is as follows:

1) To make changes to submission requirements allowing for consideration of CPARS evaluations for Factor 1, Past Performance, under Section 00 21 16 – Instructions to Proposers. Changes will be made in red, and deletions will be struck-through.

2) Site Visit Sign-in Sheet is hereby included as an attachment. All other terms and conditions remain unchanged. The Purpose of amendment 0002 is as follows:

To change Factor 3, Small Business Participation Agreement, submission to be included from Volume II to Volume III, under Section 00 21 16 – Instructions to Proposers.
