Market Intelligence Notice – Child Development Centers (CDC) - Volumetric modular housing, Kit-of-Parts facilities, 3-D Printed
Disclaimer: This RFI is issued solely for information and planning purposes. It does not constitute a solicitation or a commitment to issue a solicitation in the future. The Government will not pay for any information or administrative costs incurred in response to this RFI.
1.0 Objective
The U.S. Army Corps of Engineers (USACE), Savannah District (SAS) is seeking market intelligence to identify and assess industry capabilities relevant to Volumetric modular housing, Kit-of-Parts facilities, 3-D Printed and hybrid industrialized construction solutions for child development centers located on multiple military installations. The Government is pursuing modern industrialized construction approaches intended to improve schedule, cost, and lifecycle outcomes for this facility type.
For purposes of this RFI, respondents should clearly identify whether they view these features as:
- Fully compatible with their standard commercial or industrialized building system;
- Achievable with modifications; or
- Better addressed through an alternative technical solution that provides equal or better performance.
Where respondents recommend alternatives, the response should explain how the proposed approach would satisfy or improve upon the Government's desired performance outcomes for schedule; cost; capacity/readiness; child safety and program functionality; quality and durability; energy consumption; repeatability/scalability; site and installation impact; and compliance/turnover.
Information provided by respondents will be used to help the Government understand available market participants, solution types, and industry interest, and will inform future industry engagements, acquisition planning, and assessment of potential use of 10 U.S.C. § 2808a, Facility Construction or Repair: Transactions Other Than Contracts and Grants.
2.0 Forecasted Project(s) Overview
The following projects are currently projected for potential industrialized construction applications. The work will be performed on multiple military installations. Solutions may be scaled for additional facilities identified later.
Child Development Center – All facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements.

Section - Capabilities
Respondents are asked to structure Capability Statements to include the following elements:
- Corporate Overview - A brief summary of your firm's core capabilities, relevant experience, and capacity to perform the type of work contemplated under this RFI.
- Commercial Best Practices. To the extent available, provide information regarding commercial best practices applicable to the contemplated construction delivery method, including:
- Typical pricing/payment structures
- Geographic coverage
- Typical project schedule timelines, long lead items, and key decision points
- Key considerations and risk associated with permitting, logistics, staffing/labor availability, and construction execution.
- Supply Chain and Logistics: Describe your supply chain for long lead items such as HVAC and electrical components; chillers, air handling units, computer room air conditioning (CRAC) units, transformers, etc. What are your typical lead times for material and fabrication?
- Survey Responses – Please provide detailed responses to Survey Questions 10 through 13 (listed below and on the survey form). Respondents are asked to integrate these responses directly into their capability statements; separate or stand-alone survey responses are not required. Additional Information – Respondents may include other information that demonstrates their relevant capabilities, experience, and capacity.
Survey Questions 10-13
10. Describe your experience or capability in designing and constructing childcare facilities that could innovate and accelerate construction.
11. Describe your firm’s practical experience with collaborative delivery models, such as Design-Build, Progressive Design-Build or Construction Manager at Risk (CMAR), where your team was integrated into the design phase. What specific pre-construction services did you provide?
12. For the projects listed in response to Q11, identify the major subcontractor(s) used and describe their qualifications.
