The U.S. Army Corps of Engineers (USACE), Jacksonville District plans to award a multiple task order contract (MATOC) for maintenance dredging within the Boundaries of the South Atlantic Division (SAD). This contract will be established primarily to serve the boundaries of the SAD area of responsibility.

The maximum number of contract awards will be dependent upon the number of offerors whose proposals the Source Selection Authority determines meets the requirements of acceptability as set forth in the solicitation. One MATOC Pool will be established and result in contract awards from this solicitation.

The Pool is resultant of qualified offerors pursuant to FAR part 15.304, exception listed in paragraph (c)(1)(ii)(A) and will be awarded as Small Business Set-Aside based on the small business size standard for NAICS Code 237990 - Dredging and Surface Cleanup Activities.

Price and/or cost will be evaluated at task order (TO) level as an Evaluation Factor in accordance with FAR 16.505(b)(1)(ii)(E).Award of the task order contracts will be made on the basis of proposals meeting or exceeding the acceptability standards. In accordance with FAR part 15.304, exception listed in paragraph (c)(1)(ii)(A).

Evaluation Factors for Certain Multiple Award Task Contracts, (MATOC) or Indefinite Delivery Indefinite Quantity (IDIQ) Contracts, the Government intends to award a contract to each and all qualifying offerors. A qualifying offeror is an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the Contracting Officer has no reason to believe would be likely to offer other than fair and reasonable pricing.

The exception permits Contracting Officers to evaluate cost or price only at the Task Order (TO) or Delivery Order (DO) levels, as long as the multiple-award contract under which the orders are being placed has an estimated value above the simplified acquisition threshold, are for the same or similar services and the Government intends to make an award to each and all qualifying offerors.

The Contracting Officer has confidence the Government will receive fair and reasonable pricing from the recipients that receive awarded contracts. For this evaluation process interested offerors shall submit capabilities, equipment, and past performance for review and consideration by the Government. The Government will evaluate these performance and capability proposals in accordance with the criteria described herein.The maximum combined capacity is $400,000,000.

Task Orders will range in value from $1,000,000.00 to $25,000,000.00. This solicitation will be issued on or about 15 August 2024 with proposals due on or about 16 September 2024. Solicitation will be issued in electronic format only and will be posted on the Sam.gov website at https://sam.gov/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Sam.gov website at https://sam.gov/.
