MOORING CELLS CONSTRUCTION- NAVIGATION ECOSYSTEM RESTORATION PROGRAM (NESP) This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote, or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that have interest in the projects and future solicitation(s). USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought.

POINT OF CONTACT: Bobbi Boeh, Contract Specialist – bobbi.s.boeh@usace.army.mil PROJECT INFORMATION: The U.S. Army Corps of Engineers (USACE), Rock Island District, anticipates the construction of multiple mooring facilities along the Mississippi River, spanning from Pool 7 in Dresbaugh, MN to Pool 22 in Saverton, MO.

NAICS CODE: 237990 Other Heavy and Civil Engineering Construction SIZE STANDARD: $45M PROJECT DESCRIPTION: The proposed project is for 8 mooring cells and 1 mooring dolphin to be constructed at locations throughout the Upper Mississippi River.

These locations include upstream of Lock & Dam (L&D) 7, upstream of L&D 10, and L&D 11, two cells upstream of L&D 14, downstream of L&D 15, downstream of L&D 20, and upstream of L&D 22. This work is anticipated to include but is not limited to; demolition; construction of a sheet pile mooring cell, mechanical dredging and disposal, metal sheet piling installation, armor plating, painting of hydraulic structures, PCC fill, solar-powered marine lights, stone protection.

Some of the locations are anticipated to require a floating plant during performance of the contract(s). USACE is examining how to best contract for the various locations of these projects. Responses from this sources sought notice will help determine the number of solicitation(s) that are issued.

ANSWER SUBMITTAL: All interested, responsive and responsible System of Award Management (SAM) Database registered businesses are encouraged to participate in this Sources Sought by emailing the required responses below to the point of contact. If your company is not SAM-registered, please do so at www.sam.gov. Responses are to be sent via email to Bobbi Boeh no later than 4:00 p.m. CST, 16 May 2024. The subject line of the email shall reference the sources sought notice: W912EK24RMOOR_FLOATING_PLANT.

Electronic submittals will be retained for future reference; however, they are to be considered source sensitive and not subject to public disclosure. Responses shall include the completion of the attached spreadsheet and the following information in a separate document. Document submissions shall not exceed a total of three (3) pages: 1.
