Notice of Intent to Sole Source - Brandon Road Project Facilitator

The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a single source basis in accordance with the statutory of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements.

This contract is for a facilitator that can facilitate for the Brandon Road project between the Rock Island District (MVR) and the appropriate State Agencies from the States of Illinois (IL) and Michigan (MI) with the intent to build and sustain effective communication, productive working relationships, streamline interagency processes, and foster overall trust and mutual collaboration on the project.

The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with Virtual CEO, Inc. The NAICS code for this procurement is 541611 with a size standard not to exceed $24.5M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer.

Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
