Little Wood River Geotech Testing

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT US Army Corps of Engineers, Walla Walla District intends to solicit on a single source basis under the authority of FAR 13.106-l(b)(l) to Budinger & Associates INC. Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is a non-personal service(s) contract to conduct Soil and Rock Testing on Government-provided samples, and provide a Comprehensive Report that summarizes the test findings.

The design phase includes geotechnical exploration to occur along the Little Wood River channel within Gooding, Idaho. The geotechnical exploration will be accomplished by the Omaha District’s (NWO) drill team in July 2024 to obtain soil and rock samples from within the project footprint. These soil and rock samples will need to be tested to determine geotechnical properties, which will then be used in the design package.

The North American Industry Classification System (NAICS) for this requirement is 541380 and the size standard is $19,000,000. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00 AM, Pacific Standard Time, September 10th 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis for future requirements.

A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
