Advance Notice to Bidders for the Jetty Rehabilitation of Cheesequake Creek, New Jersey, NJ Federal Navigation Project The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) for the Jetty Rehabilitation of Cheesequake Creek, New Jersey, NJ Federal Navigation Project. The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform the rehabilitation of the eastern jetty of Cheesequake Creek, New Jersey.

The proposed rehabilitation would involve restoring the jetty to modern standards, which includes raising the height to match the western jetty. Through Jetty construction activities, approximately 17,832 cubic yards of material will be dug up to a depth of -9’ mean lower low water (MLLW). Rehabilitation & Construction efforts of the eastern Jetty will be accomplished by a variety of heavy civil equipment. Only the eastern Jetty will be reconstructed to match the elevation of the western jetty.

The project may involve excavation & disposal of material near a superfund site, & such additional measures may be drawn for proper transportation and disposal. The excavated material would be required to meet all federal, state, and approved local criteria required by the government agencies having jurisdiction, where the material and placement sites are located. The height of the jetty will be constructed to 8 feet with an 11 feet crest width and 1.5 to 1 side slopes.

Overall duration work time is expected to last 6-9 months. Due to restrictions in the environmental window, the contractor may have to implement additional measures such as working within the environmental window duration while employing environmental monitoring or pausing work within the environmental window and resuming once environmental window reopens.

The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the notice to proceed, and to prosecute said work diligently and to complete the basic work ready for use not later than two hundred seventy (270) calendar days after the receipt by him of the notice to proceed (NTP). The magnitude of the project is estimated to cost between $10,000,000.00 & $15,000,000.00.

Plans & specifications for the subject project would be available June 2025 with bid opening in July 2025. It is the intention of the government to award in August 2025 and issue the NTP in October 2025. This is an unrestricted procurement.
