The U.S. Army Corps of Engineers, pursuant to FAR 6.302-1(c), intends to sole source the purchase of SmartPM user licenses for 1 base year and up to 4 option years.

Unlimited Users for: SmartPM Access for 75 projects per year. Home Support 15 projects per year. Enhanced training for 5 Area offices (base year only) USACE New York District, is requesting to enter into a services agreement with SmartPM Technologies Inc. for Construction Division (CO) to effectively analyze and monitor construction schedules on all active contracts, in a scalable fashion.

Use of SmartPM will provide CO a means to evaluate construction schedules on a regular basis, quickly and efficiently, on all projects. In addition, the analytic output of SmartPM, will serve as a project controls tool that will be utilized to reduce the risk of delays, overruns, and resultant claims as well as a tool that will drastically reduce the dependency on consultants and attorneys.

SmartPM is currently being successfully deployed across multiple districts of USACE as the system of choice for analyzing data related to project performance, risk, and claims in a scalable, efficient and cost effective manner. This is not a request for competitive proposals or a request to respond to a solicitation. Interested parties may provide specific information to the Army regarding their product for consideration as to whether their product meets the government's needs.

The SmartPM platfiform will provide the following project controls analytics and reports at each schedule update period: Automated Schedule Specification Conformance Checklist (Customized for USACE) Access to Executive and Program Oversight Dashboard and Analytics Schedule Quality and Update Integrity Analysis Progress and Performance analysis at project and program level Schedule Performance Analysis (for major milestones, trades and overall project) Schedule Delay and inefficiency Analysis (for major milestones, trades and overall project) Schedule Risk Analysis (for major milestones, trades and overall project) Autogenerated and distributed reports including “custom” generated reports, schedule narrative report, should have started / should have finished reports, and access to custom report generation features Schedule Compression Analysis (for milestones, trades and overall project) Forecasted Completion Analysis (for milestones, trades and overall project) Schedule Modification Analysis Schedule Modeling and TIA Features Other information may be requested after initial response, either from individual respondents or all respondents.

This notice is the only document that will be published notifying interested vendors of the government's intent. Interested vendors are advised that information provided to the Government in regard to the product components proposed will be considered proprietary information (unless clearly marked as available to the general public) and will not be released to the public or other interested vendors. The government may retain this information for its records indefinitely.
