1. This notice of intent announcement is to:
A. Notify potential offerors of the Government’s intent to modify contract W912DS23C0025, Lincoln Hall Renovation, Bldg. 607, to include installation of all interior communication work. B. Notify potential offerors of the Government’s intent to modify the construction contract as described below.
(1) Communication system installation (estimated cost = $775,000) The requirement is to award a modification to the construction contract to include all work associated with installation of interior telecommunication lines including voice, data, and WREN in support of the Lincoln Hall renovation.
The work includes, but is not limited to, installation of the interior passive backbone and horizontal fiber and copper cables, patch panels, jacks, faceplates, testing and labeling in accordance with the Lincoln Hall Renovation project plans and specifications. This work was originally included in the Lincoln Hall Renovation solicitation and resulting contract as optional work, but the options were not exercised due to a lack of available funding at the time. Funding is now available to perform the work.
The Government intends to award this work as a construction modification to the contract W912DS23C0025 contractor. Communication system installation is required during performance of the Lincoln Hall Renovation construction project to minimize impacts to operations at the United States Military Academy. A modification to the existing Lincoln Hall contract is beneficial to the Government because the Lincoln Hall contractor is familiar with the Lincoln Hall Renovation contract.
The existing construction contract includes details on telecommunication work including room layouts and termination locations. The Lincoln Hall contractor currently has supervisors and administrative staff onsite overseeing other ongoing work as well as dedicated laydown areas established within the work area.
Awarding this work to a new contractor would be cost prohibitive to the Government because a separate contractor would be required to coordinate with an active construction project and within an active construction site, as well as provide additional overhead and storage/laydown. Any vendor wishing to propose a capabilities statement must provide a copy of all relevant data demonstrating that they can satisfy the above requirements, by the required due date and time, to Adrian.J.Stafford-Browne@usace.army.mil.
