CRANE AND HOIST REPAIRS - WASHINGTON AQUEDUCT

The purpose of this special notice is to issue notice of intent to restrict competition for certain commercial services under the simplified acquisition threshold. The Washington Aqueduct has a requirement for the procurement of critical repairs for the several crane and hoist systems located at the WA facilities. These repairs were specifically identified during the annual inspection required to maintain safety standards for safe operation in accordance with OSHA and USACE EM 385-1-1 regulations, as well as ASME/ANSI B30 Crane Standard Codes.

Authority to Restrict Competition: Revolutionary FAR Overhaul (RFO), Subpart 12.102(a).Reason for Authority Cited: RFO 12.102(a) allows the Contracting Officer (KO) to restrict competition when procuring commercial products or services under the Simplified Acquisition Threshold (SAT) when they determine that only one source is reasonably available to fulfill the requirement. The Government requires critical repairs to its crane and hoist systems to support the Washington Aqueducts potable water treatment program.

The proposed source, American Mergers AND Manufacturing International LLC (dba Waymaker), is the contractor currently performing the Crane Inspection and Maintenance Service Contract. Under this contract, Waymaker performed the comprehensive annual inspection that identified the required repairs. Because Waymaker performed this highly detailed inspection, they possess direct working knowledge of the specific repairs needed and the precise parts required.

Procuring repairs from a new contractor would result in unacceptable delays and inflated costs due to the need for duplicate re-inspections. Because no other contractor has this immediate, intimate knowledge of the specific deficiencies, it is determined that only one source is reasonably available to perform these commercial services.
