Joint Base Cape Cod (JBCC) Optimized Remediation Contract (ORC)

The purpose of Amendment 0005 is to revise the CLIN structure (Section B), revise the Performance Work Statement (Section C), and revise the Price Schedule and Official Responses to Requests for Information (Inquiry ID: 10799524) (Section J). The purpose of Amendment 0004 is to extend the proposal due date from 11:00 AM EST on 13 June 2024 to 11:00 AM EST on 20 June 2024, revise the CLIN structure (Section B), revise the Price Schedule and Official Responses to Requests for Information (Section J).

The purpose of Amendment 0003 is to revise the CLIN structure (Section B), revise the Performance Work Statement (Section C), revise the OCI Language, Past Performance Language, and update the Wage Determination (Section H), update clauses and provisions (Section I), revise the Price Schedule, remove the OCI Appendix, and add Official Responses to Requests f or Information (Section J), revise the Instructions to Offerors (Section L), and revise the Basis for Award (Section M).

The purpose of Amendment 0002 is to extend the proposal due date from 11:00 AM EST on 22 May 2024 to 11:00 AM EST on 13 June 2024, extend the RFI due date from 11:00 AM EST on 16 May 2024 to 1:00 PM EST on 28 May 2024, add Organizational Conflict of Interest Language, provide an updated Wage Determination (Section H), revise Attachments K, M, and Enclosure 2, provide Attachments N, O, and P (Section J), revise Instructions to Offerors (Section L), and remove/add various FAR and DFARS clauses/provisions.

The purpose of Amendment 0001 is to extend the Request for Information (RFI) due date from 11:00 AM EST on 08 May 2024 to 11:00 AM EST on 16 May 2024. A PDF version of Amendment 0001 will be forthcoming at a later date.

The Joint Base Cape Cod (JBCC) Optimized Remediation Contract (ORC) contract awarded under this solicitation will be a firm-fixed price standalone C-type environmental services contract to provide support to the Air Force at Joint Base Cape Cod (JBCC) in executing its Environmental Restoration Program (ERP) via a performance-based Optimized Remediation Contract (ORC).

The work will consist of environmental remediation activities necessary for investigation, design, remedial action, remedial construction, and Long-term Management (LTM) to achieve minimum Performance Objectives (POs) and stretch goals and support progress to Site Closeout (SC) at 16 Installation Restoration Program (IRP) and one (1) Military Munitions Response Program (MMRP) sites in various phases of remediation.
