This notice is being published in accordance with the Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract.

The statutory authority for this sole-source procurement is 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.106-1(b)(1)(i), “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a firm-fixed-price sole source contract to Bridge Consulting Corp to provide Fort Detrick’s Environmental Management Division Directorate of Public Works logistical support for conducting Restoration Advisory Board (RAB) meetings at both Fort Detrick and Forest Glen for a base year and four (4) option years.

Fort Detrick and Forest Glen Annex both have RABs that meet several times each year to advise the installation commanders of the public’s concerns related to each respective installation environmental program. The RABs are a requirement of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).

The installations require support to reserve and pay for meeting space, set up the room for the meetings (presentation screens, projector, arrange seating/tables, prepare meeting materials, etc.), take meeting minutes, and distribute meeting minutes. Bridge Consulting Corp has developed an extensive relationship with the RAB Community Members and local meeting vendors.

Bridge has a thorough understanding of Army requirements, CERCLA public participation requirements, public concerns, regulatory and public stakeholders participating in the RAB, the meeting room vendor, public notice requirements, and meeting minute preparation expectations of the public. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency.

Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination to compete this proposed acquisition based upon responses to this notice is solely at the discretion of the Government.
