Authorized under Defense Federal Acquisition Regulation (DFARS) Subpart 212-70, this CSO enables the Department of the Army to competitively procure solutions through a streamlined acquisition process, allowing for rapid award decisions. This approach underscores our mission to expedite the award and delivery of critical technologies, ensuring that the Army can leverage advancements in manufacturing swiftly and efficiently.
By prioritizing speed in our contracting efforts, the Government aims to support the timely integration of cutting-edge technologies that enhance operational readiness. Contracts or agreements awarded under this authority will be structured as fixed-price, including fixed-price incentive fee contracts. Through this initiative, the Army reaffirms its commitment to fostering innovation and enhancing manufacturing operations, ultimately delivering superior capabilities to our warfighters.
Product Director (PdD) Common Tactical Truck (CTT), located at Detroit Arsenal, Michigan, is the office responsible for modernization of the Army’s Heavy Tactical Wheeled Vehicle (TWV) fleet. CTT is a Family of Vehicles focused on modernization of the Heavy Tactical Vehicle Fleet. It will replace all capabilities currently conducted by the Palletized Load System (PLS), the Heavy Expanded Mobility Tactical Truck (HEMTT), and the M915 Line Haul Tractor.
The CTT will enable the Army to perform delivery of all classes of supply across all tactical mobility levels as far forward as the mission requires while equipping the Joint Services with improved battlefield distribution capability, including modernization through Predictive Logistics /Telematics, Advanced Driver Assistance Systems (ADAS), autonomy-ready, and drive-by-wire technology. CTT seeks to award the following but is not limited to:
FAR contracts under FAR Part 12, Commercial Procedures; or non-FAR agreements such as transaction agreements under 10 U.S.C 4022; and Cooperative Agreements under 31 U.S.C.
6305. This CSO may result in awards to proposals for commercial products, commercial services, or non-developmental items through April 2032. This CSO may include awards for, but are not limited to, commercial technologies immediately available, commercial technologies fueled by commercial or strategic investment, non-developmental items, concept demonstrations, pilots, and agile development activities that improve commercial technologies, existing government- owned capabilities, or concepts for broad defense application.
Contracts awarded from this CSO could apply to a wide range of efforts ranging from prototypes to Field Service Representatives (FSRs) to full production. The CSO solicitation process may include a multi-phased solicitation and evaluation approach that is dependent upon specific Areas of Interest (AoIs).
The following phases may be used: Phase 1 – Submission of written solution brief, Phase 2 – Presentation (if applicable), and Phase 3 – Request for Commercial Solution Proposal (CSP) The Government may add AoIs against this CSO, including submission dates, at any time throughout its duration. Interested companies are encouraged to frequently check www.SAM.gov for new AoI postings.
This CSO outlines the procedures that are available for utilization by the Government for AoIs to ensure a competitive process is followed. The competitive process under this CSO may result in a two or three phase approach (written solution brief, presentation (if applicable), and a request for a CSP).
