Self-Propelled Howitzer-Modernization Evaluation

Updated 19 February 2025: Award of the Request for Proposal may lead to a subsequent limited source justification award in the future. The US Army Contracting Command-Detroit Arsenal (ACC-DTA), Detroit Arsenal, MI 48397-5000 intends to issue a solicitation (W912CH-25-R-0003) for vendors to participate, with its non-developmental self-propelled howitzer system of systems, in an Evaluation Test Event at Yuma Proving Ground (YPG).

All responsible sources may submit a bid, proposal, or quotation that shall be considered by the agency IAW FAR 5.207(c)(16). The solicitation will be for Firm Fixed Price (FFP) contracts. The self-propelled howitzer system of systems should include but is not limited to 155mm self-propelled artillery vehicle (wheeled or tracked), to include ammunition, resupply system (if available), special tools, and similar components as required to demonstrate the capability during test.

An award date in 1st Quarter Fiscal Year 2026 is estimated and anticipated for this action. All contractors must be registered in the DoDs System for Award Management at http://www.sam.gov. Information on getting registered may be obtained on the website. The solicitation will be issued on or about 27 February 2025 and will close on or around 14 April 2025. A U.S. Government Technical Data Package (TDP) is not available for this procurement action.

This solicitation will be issued electronically in accordance with FAR 4.502 AND 5.102; therefore, hardcopies will not be provided. An electronic copy may be downloaded on or after the issue date by assessing the following address via the internet: http://www.sam.gov.
