ACC-DTA intends to issue a solicitation on a sole source basis for an anticipated five-year, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ), non-commercial requirement in support of the U.S. Army Combat Capabilities Development Command (DEVCOM) with GM Defense, 300 RENAISSANCE CTR, DETROIT, MI 48243 USA (Cage: 832H1) at an anticipated dollar value of $22,800,000 and is estimated to be awarded September/October 2024. The intent to solicit this requirement is in accordance with the statutory authority 10 U.S.C.

3204(a)(6) as implemented by FAR 6.302-6(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. Delivery terms are F.O.B Destination, Inspection and Acceptance: Source with final Inspection and Acceptance at destination. The requirement for the procurement of manufacture of an American made Original Equipment Manufacturer (OEM) to produce a Heavy-Duty SUV vehicle platform that is consistent with the current fleet of General Motors Suburban vehicles.

The basis for restricting competition is due to there being only one source capable of meeting this requirement and failure to award this contract to any vendor other than GMD would compromise national security. GMD possesses the rights to the specification and drawings required for the effort. The proposed contract action is for supplies which the Government intends to solicit with only one source under authority of FAR 6.302-1. This notice is not a request for proposals.

A determination by the Government not to compete this solicitation based on market research is solely within the discretion of the Government. Interested sources for future requirements may provide a capability statement to the Army Contracting Command – Detroit Arsenal (ACC-DTA) point of contact, Ms. Kelly Starr at kelly.a.starr4.civ@army.mil. Contractors must be properly registered in the Government System for Award Management database (SAM).
