This acquisition is for the production of the M870A4 40-ton Semitrailer, Lowbed, Construction Equipment Transporter (SLCET) (M870A4) semitrailer. The M870A4 is a low-bed semitrailer with a rated payload of 40 tons (80,000 lbs./36,290 kg). The trailer can transport a variety of Engineering Construction Equipment (ECE), tracked and wheeled vehicles and other payloads weighing up to 40 tons.

It can provide transport for the Army Reserves, Army National Guard (ANG), Lower Tiered Air and Missile Defense Sensor Large Tactical Power System (LTAMDS LTPS) and, with modifications, the Long-Range Hypersonic Weapon (LRHW), and other customers across the PM TS portfolio. It is employed for tactical use on primary roads, secondary roads, improved trails, and trails and can operate under worldwide climatic conditions in a military environment.

It satisfies the applicable standards of Society of Automotive Engineers (SAE), Department of Transportation (DOT), Federal Motor Vehicle Safety Standards (FMVSS), and Federal Motor Carrier Safety Regulations (FMCSR). The M870A4 SLCET is transportable by highway, rail, marine and air modes worldwide. The Government procured the M870A4 trailer in accordance with FAR Part 12, Acquisition of Commercial Items on a competitive total small business set-aside.

The Government awarded a single, Firm-Fixed Price (FFP)-Economic Price Adjustment (EPA) Indefinite Delivery Indefinite Quantity (IDIQ) contract with five oneyear ordering periods, and two one-year optional ordering periods, with an estimated maximum quantity of 840 each M870A4 trailers over the seven-year ordering period. The M870A4 Semitrailer, Lowbed, Construction Equipment Transporter (SLCET) 40-Ton is a modified commercial product.

The contract is awarded to procure Test Assets, Production Units, Corrosion Protection Compound (CPC) coating, Federal Retail Excise Tax (FRET), Spare Parts, Care and Storage, and Technical Support Services.
