Pre-solicitation Notice For Webbers Falls Excitation System Replacements at Webbers Falls, OK This is a PRE-SOLICITATION NOTICE for the Webbers Falls Excitation System Replacements in Webbers Falls, Oklahoma. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings.

The U.S. Army Corps of Engineers – Tulsa has been tasked to solicit for and award a contract for the Webbers Falls Excitation System Replacements, at Webbers Falls, Oklahoma. The proposed design-build project will be procured as an Unrestricted, firm-fixed price contract in accordance with Revolutionary FAR Overhaul (RFO) Part 15, Negotiated Procurement, using the Lowest Price Technically Acceptable approach. Tradeoffs will not be permitted.

Project Description: This project includes the replacement of the excitation systems (including the Potential Transformers) for all units at Webbers Falls Powerhouse. The installation and commissioning of Unit 1 will be dependent on the availability of the unit, which is currently out of service due to issues with the speed gear.

The Contractor will be responsible for designing and manufacturing the new excitation system equipment, delivering to the site, removing the existing equipment, installing the new equipment, and commissioning the new system. They will also perform model validation testing and reporting as listed above. The Hydroelectric Design Center (HDC) will provide submittal reviews, factory visit(s) to witness factory testing, and commissioning support to include determining draft settings for the excitation systems.

The government will be responsible for landing all new cable (except for the AC cables from the bus tap to the Potential Transformers and the DC cables from the exciter to the brush rigging) to all external locations within the powerhouse, external to the new exciter and Potential Transformer cubicles. The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000.
