Standard Chlorine of Delaware- Remediation Services Single Award Task Order Contract (SATOC)

SOLICITATION NOTICE: The RFP and all attachments for the Standard Chlorine of Delaware- Remediation Services Single Award Task Order Contract (SATOC) are attached as part of this solicitation posting.

Site Visit: Site visit is scheduled for 02 October 2025 starting at 9:30AM EST. Address: 745 Governor Lea Road, New Castle, DE 19720Point of Contact for site visit: Bishel Baby, Bishel.Baby@usace.army.mil Proposals are due: 21 October 2025 5:00PM EST. AMENDMENT 0001- This amendment provides responses to some RFIs, outline site visit instructions, and extends the proposal due date to 29 October 2025 5:00PM EST. RFI phone inquiries will not be accepted.

AMENDMENT 0002- The purpose of Amendment 0002 is to incorporate the Governments responses to the Requests for Information (RFIs) and to update the Statement of Work (SOW) for the Base SATOC for the Standard Chlorine of Delaware project. All other terms and conditions shall remain unchanged. (Please note that responses Amendment 0001 response are also included in the Amendment 0002 RFI response document.)

AMENDMENT 0003- The purpose of this amendment is to extend the closing date to 1:00 pm (EST) 19 November 2025 and extend the deadline for RFI submissions to 3:00 pm (EST) 27 October 2025. All other terms and conditions remain unchanged. AMENDMENT 0004- The purpose of this amendment is to provide additional Government responses to RFIs.

The proposal deadline is extended to Tuesday 25 November 2025 by 3PM EST. Additional RFIs may be submitted by Friday November 7, 2025 3PM EST. All other terms and conditions remain unchanged. UPDATE NUMBER 0005- This update provide a list of contractors interested in networking for the SCDE project (see attachment). AMENDMENT 0005- The purpose of this amendment is to provide Government responses to RFIs. Please take note of all revised attachments as part of this amendment.

All other terms and conditions remain unchanged. UPDATE NUMBER 0007- The purpose of this update is to remove the RFI responses and the document provided with Amendment 0005 and provide a revised document with Government responses. As a result, the document titled |W912BU25RA015_Amendment_0005_Responses| is removed from this solicitation, and is now replaced with revised government responses to the RFIs submitted under Amendment 0005-. The revised document title is |W912BU25RA015_Amendment_0005_Responses_rev1|.

Please use the most updated document to provide responses/proposals to this RFP. All other terms and conditions remain unchanged. AMENDMENT 0006- The purpose of this amendment is to extend the proposal deadline for Solicitation No: W912BU25RA015 from 25 November, 2025 3:00PM EST to 05 December 2025 by 3:00PM EST. All other terms and conditions remain unchanged. Note- A conformed copy of the solicitation has been uploaded/included with this amendment.

ALL Amendments MUST be acknowledged when submitting a final proposal. AMENDMENT 0007- The purpose of this amendment is to restore the _Sample Task Order Proposal Spreadsheet / Work Breakdown_ language under Section L, Volume IV, Factor 3 - Total Evaluated Price. This language was inadvertently removed in Amendment 0006. The due date for proposals is now extended to Monday, 8 December, 2025 by 5PM EST. CLIN 0001 is a placeholder CLIN only to provide flexibility at the task order level.

Should this CLIN be utilized post award, pricing will be negotiated at the order level at which time funds will be realigned from CLIN 0002, as required. Conformed copy is uploaded with highlighted changes.
