Notice of Intent to Sole Source - Bernville Airbrake Switch Install

The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), Philadelphia, PA intends to award a Firm Fixed-Price, sole source contract to George J Hayden, Inc. (CAGE Code: 1YUC9). The US Army Corps of Engineers, Philadelphia District, Operations Division has an emergency requirement for the procurement and installation of a new 15kv ground operated air brake switch to replace the existing damaged unit.

The Contractor shall provide all equipment, labor, and materials required to install an air brake switch per the salient characteristics and features listed in Section 3.0 under Performance Requirements. Failure to complete this emergency operation would result in loss of service and potential project failure, increased risk for loss of property or life, and would result in facility non-compliance. This is a notice of intent to award a sole source contract.

The Contracting Officer determined that the circumstances of the contract action deem only one source is available. This sole source award is in accordance with FAR 6.302-1(a)(2)(iii) for services deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services. The applicable NAICS code for this requirement is 237990 and the size standard is $45,000,000.00. This notice is not a request for competitive quotes or proposals.

No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
