Dredge McFARLAND, Fort Mifflin 6. Description: Procurement of Lubricating Oil for Dredge McFARLAND This is a Sources Sought Notice and is for INFORMATION & MARKET RESEARCH PURPOSES ONLY. This IS NOT a request for proposals, quotations, or bids. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the USACE Philadelphia to use this information for market research purposes only.
The survey is being conducted to determine the interest of industry within NAICS code 324191 and to establish that there are adequate large and/or small business contractors for providing the marine work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information.
Principal Characteristics of the Scope of Work: Provide 4,000 gallons of new SAE 40 Engine Lubricating Oil for the U.S. Army Corps of Engineers Hopper Dredge McFARLAND. The lubricating oil is to be delivered by tanker truck to the Dredge McFARLAND at Fort Mifflin. Supplier must meet the requirements listed under 33 CFR.154. Supplier shall have 300’ of hose and both female and male 2” cam lock fittings and shall be capable of pumping in cold/freezing weather. Contractor shall provide certification that lubricating oil meets the requirements listed herein. SAE 40 lubricating oil conforming to API Engine Service Category “CD”, shall be provided.The property limits of the new oil are as follows.
Viscosity: SUS (Saybolt Universal Seconds) at 98.9°C (210°F): 72 -- 85 CSt (Centistokes) at 98.9°C (210°F): 13.5 -- 16.8 SUS at 37.8°C (100°F): 700 -- 1100 CSt at 37.8°C (100°F): 151 -- 237.5 Viscosity Index: 60 -- 100 Flash Point °C: 216 Pour Point °C: 4.5 max.
Total Base No.: 10-13 SAE 40 oil that complies with Military Specification MIL-L-2104C, D or E is also acceptable. SAE 40 oil that complies with Military Specification MIL-L-2104F or later is NOT acceptable. SAE 40 oil that complies with Military Specification MIL-PRF-2104J or later is NOT acceptable.
The contractor shall delivery the lubricating oil in one delivery on any day during the following pierside availabilities: 27 May 2024 through and including 5 June 2024. 24 June 2024 through and including 3 July 2024. 22 July 2024 through and including 31 July 2024. 19 August 2024 through and including 28 August 2024. All interested business concerns for this requirement may submit the following:
Company name. DUNS number. CAGE Code. Type of business concern (small business, large business, etc.). Years in business. Statement of capability and qualifications of the organization to perform the required work. List of similar projects worked on over the past 5 years and services provided on those projects.
