**This is a presolicitation/synopsis and not a solicitation or invitation for bids** The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract for paving in the specified areas at Blue Marsh Lake and has established that this project will be a competitive bid with small business set aside. The contract will be setup with a base bid and option breakdown as follows:
Base Bid: Administrative Area, Visitor Center, and Stilling Basin -120 days After Notice to Proceed Option 1: Lot D -90 days After Exercising the Option Option 2: Lot E -90 days After Exercising the Option Option 3: ABC Roadway -90 days After Exercising the Option Option 4: Lot C -90 days After Exercising the Option Option 5: Lot B -90 days After Exercising the Option Option 6: Lot A -90 days After Exercising the Option Option 7: Vista Pavilion – 90 days After Exercising the Option Schedule The desired schedule is to have a March 29 award date with project completion this calendar year.
SCOPE The scope of this project includes the Administrative Area, Visitor Center, and Stilling Basin as well as Lots D & E, ABC Road, Lots A, B & C, and the Vista Pavilion of Blue Marsh Dam. The award date was established to allow the contractor to submit the preliminary submittals and have everything ready to mobilize after receipt of the notice to proceed. The expected Invitation for Bids is issued PURSUANT to FAR Part 14 and is 100% set-aside for Small Business Concerns in accordance with FAR Part 19.5.
The applicable North American Industry Classification System (NAICS) code is 237310- with a small business size standard of $45,000,000. The solicitation will be issued on or about 8 February 2024 with a bid opening date occurring at least 30 days after the Solicitation. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required.
The award will be made as a whole to one bidder in accordance with FAR Part 14 Procedures. The solicitation is anticipated to be issued and provided in an electronic format, free of charge, in Procurement Integrated Enterprise Environment (PIEE) Solicitation System. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00.
Solicitation documents, plans and specifications will only be available via the Government Point of Entry (GPE) homepage located at https://www.sam.gov/. Registration for plans and specifications should be made via GPE Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor GPE for any amendments.
The solicitation will contain FAR 52.222-38 Compliance with Veterans’ Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans’ Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
