COMBINED SYNOPSIS/SOLICITATION W9127N26QA090 Cougar Powerhouse Governor Air Compressor Lookout Point Dam Lane County, OR. U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 15 May 2026 Solicitation W9127N26QA090 is for the purchase/delivery of one (1), duplex package of two separate, two-stage, reciprocating air compressors, mounted together as a single unit on a horizontal air receiver tank.
This duplex, high-pressure compressor is part of the small capital upgrade of the governor accumulator auto air admission system at Lookout Point Dam.
Please see the attached Purchase Description for additional information. ** This solicitation response date has been extended to 19 JUN 2026. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026. This solicitation is advertised as a 100% small business set aside, under NAICS Code: 333912 – Air and Gas Compressor Manufacturing, with a size standard of 1000 employees.
All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Quotes are to be submitted to john.r.scukanec@usace.army.mil,NLT 2:00 PM PST on 29 MAY 2026. Please submit any questions to John Scukanec through email. All questions related to this solicitation must be submitted in writing to John Scukanec, questions will not be responded to by phone.
Delivery Information: Supplies shall be delivered to Lookout Point Dam, 40386 West Boundary Rd., Lowell, OR 97452. Hours of warehouse is 0800-1600 MON-THU and deliveries are required during these hours and days excluding Federal Holidays as the Warehouse will be closed. The Government shall not be responsible for the cost of shipping. Submittal Instructions Quotes shall be submitted to John Scukanec at john.r.scukanec@usace.army.mil and include the following:
1) Solicitation Number 2) Date of Submittal 3) Acknowledgement of any Amendments 4) Pricing for all CLINs. Refer to the "Purchase Description" in the attachment section which includes a table layout of all CLINs. 5) Contractor Name, UEI Number, Cage Code FOB destination must be included in the offered price. Firm Fixed Price.
