U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 18 June 2025 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. *THE PURPOSE OF THIS AMENDMENT IS TO OFFER CLARIFICATIONS ON THE PURCHASE DESCRIPTION AND OPEN THE SOLICITATION TO OFFERORS TO REAFFIRM OR RESUBMIT THEIR QUOTES WITH A TWO-WEEK EXTENSION TO THE SUBMITTAL DEADLINE.

THESE CLARIFICATIONS CAN BE FOUND ON THE UPDATED PURCHASE DESCRIPTION ATTACHED IN THE SAM POSTING FOR THIS SOLICITATION. CLARIFICATIONS ARE SPECIFICALLY HIGHLIGHTED IN SECTION 2 OF THE AMENDED PURCHASE DESCRIPTION. THE NEW DEADLINE FOR THIS SOLICITATION IS 1 AUG 2025, 2PM PST. OFFERORS WILL BE REQUIRED TO RETURN A SIGNED COPY OF THE AMENDMENT WITH THEIR QUOTES.

Solicitation W9127N25QA057 is for the delivery of a man lift air winch to John Day Lock and Dam so personnel at John Day can carry out maintenance on the Main Generating Units located in the powerhouse and is hereby issued as a Request for Quote (RFQ). Additional information regarding specific requirements of the air winch can be found in the Performance Work Statement and in the Purchase Description, both located in the attachments section of this posting.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2025-04. This solicitation is advertised as a total small business set-aside under NAICS Code 333923 - Overhead Traveling Crane, Hoist, and Monorail System Manufacturing, with a size standard of 1250 employees.

All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items.
