THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISTION REGULATION (FAR) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Pacific Power Group, LLC, for Dredge Yaquina MTU Engines Annual and Operational Maintenance. Dredge Yaquina’s home port is in Portland Oregon.
The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The Dredge Yaquina is a U.S. flagged vessel owned by the federal government. The vessel is currently fully inspected under the authority of the U. S. Coast Guard. Requirements for maintaining certificates authorizing the operation of this vessel in U. S. territorial waters. The Dredge Yaquina was re-powered in 2010 with seven (7) new MTU engines.
Preventative maintenance must be performed at scheduled hourly intervals to keep the engine’s operation safe and prevent damage. This maintenance requires genuine MTU parts from authorized dealers. The required maintenance is completed by authorized service technicians. Provide labor, materials, equipment, and transportation to complete an in-shop QL4 hour overhaul on the port and starboard MTU 12V2000 Generators.
Contractor shall provide labor, materials, equipment, and transportation to inspect port and starboard Stamford HCL 534F generators. All work shall be completed by MTU factory authorized technicians. All parts shall be genuine MTU parts. All work on generators shall be by authorized technicians. Provide labor, materials, equipment, and transportation to complete an on board QL3 overhaul on the port and starboard MTU 12V2000 Dredge Engines. All work shall be completed by MTU factory authorized technicians.

During the operational season from April to November, the Yaquina may require unscheduled operational maintenance, which may include troubleshooting, engine diagnostics, and repair for the seven (7) engines. The Contractor shall provide one (1) tech for an initial inspection and diagnostics. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611. The size standard is 1,300 employees for the NAICS code defined by the U.S. Small Business Administration.
