COMBINED SYNOPSIS/SOLICITATION W9127N25QA013 ODJ Thrust Bearing Oil Cooler Overhaul John Day Dam U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 12 March 2025 ** Updated 18 March 2025 - Additional informational documents have been added to the attachment section. "B.06 Questions Received from Industry" and "B.06 Photos of Cooler Set" have been added and can be downloaded from the attachment section. These highlight questions that have been received from industry and the government's response to them, as well as showcasing photos of existing retubed coolers at the John Day Dam, which may be helpful for reference.

Updated 26 March 2025 - An amendment to the solicitation has been posted. Please refer to the attachment section for a copy of the amendment. Contractors are to acknowledge this amendment by returning a signed copy of the amendment with their quote. The delivery schedule has been changed to allow additional delivery time for CLINs 0001 and 0002, and a reduction in CLIN 0003, additional info is available on the amendment.

The response due date has also been extended to 3 April 2025. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

Solicitation W9127N25QA013 is for the rehabilitation of 3 each, finned heat exchangers Thrust Bearing Coolers sets used to cool thrust-bearing oil in hydroelectric General Electric turbine generators in support of the John Day Dam and is hereby issued as a Request for Quote (RFQ). Please see the attached Purchase Description and all other attachments for additional specifications, delivery info, and all other relevant information.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2025-03. This solicitation is advertised as a total small business set-aside under NAICS Code 332410 - Power Boiler and Heat Exchanger Manufacturing, with a size standard of 750 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.

Quotes are to be submitted to john.r.scukanec@usace.army.mil, NLT 2:00PM PST on 27 March 2025. Please submit any questions to John Scukanec. Please refer to the attachment titled "combined synopsis solicitation" for a table highlighting the list of CLINs and other relevant information. Submittal Instructions Quotes shall be submitted to John Scukanec at john.r.scukanec@usace.army.mil and include the following:

1) Solicitation Number 2) Date of Submittal 3) Acknowledgement of any Amendments 4) Pricing for all CLINs. Refer to the "combined synopsis solicitation" in the attachment section for a table layout of all CLINs. 5) Past Performance Examples. A maximum of three (3) projects will be evaluated. Additional info can be found under clause 52.212-2, which is listed on the solicitation. 6) Completed Reps and Certs (if not completed in SAM) and return with Quote.

Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
