5330 – Packing and Gasket Mater NAICS Code: 339991, Gasket, Packing, and Sealing Device Manufacturing Notice Type: Notice of Intent to Award a Single Source Contract Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.” The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price supply contract to James Walker MFG, 511W 195th Street, Glenwood, Illinois 60425. The purpose of this acquisition is to purchase James Walker Shallex Back-to-Back Blade Seals and Blade Seal Spacers for Bonneville Dam Powerhouse 1 Main Units.

The use of James Walker blade seals ensures that the turbine blades do not leak oil, thus USACE remains compliant with the Clean Water Act. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) – Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action.

The NAICS code is 339991, Gasket, Packing, and Sealing Device Manufacturing. The size standard as defined by the U.S. Small Business Administration is 600 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required components meeting the government’s need.

If no affirmative written responses are received by 2:00 PM Pacific Time on 30 December 2024, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
