FY24 Nez Perce Tribe Oral History Collection

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with the Nez Perce Tribe. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.

Contractor shall provide labor, materials, and equipment to collect oral histories and organize and digitize existing materials and data – at both Tribal headquarters and the National Archives and Records Administration (NARA) – about cultural resources in Bonneville, The Dalles, and John Day Pools in support the Federal Columbia River Power System Cultural Resources Program, Wana Pa Koot Koot for USACE.

Nez Perce Tribe is the only known source having the proprietary knowledge and information required to perform these services. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990. The size standard is $19.5 million for the NAICS code defined by the U.S. Small Business Administration. THIS NOTICE IS NOT A REQUEST FOR QUOTES. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by the response due date an award will be made without further notice.
