THIS IS A TOTAL SMALL BUSINESS SETASIDE. THIS PROJECT IS A STAND-ALONE ?C? TYPE, REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITATION.

Construction Order of Magnitude: Between $10,000,000 - $25,000,000 This project requires the Contractor to provide all labor, materials and equipment necessary to prep, prime and paint all metal components of the spillway gates, hoists and associated equipment. Painting includes blasting and painting of each structure, minor structural girder modifications, installing/replacing rubber seals and cathodic protection anodes on each gate, and performing weld repairs in accordance with the specifications.

In addition, the contractor will be required to remove and replace the ?new? set of stoplogs seal assemblies prior to the gate painting effort. Finally, the contractor shall light clean and provide a maintenance overcoat paint on both sets of stoplogs ?new? and ?old?. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction.

Note No. 1: All prospective contractors, including subcontractors and suppliers, must be registered in the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil before they will be permitted to download solicitation documents. Contractors must also be registered in the System for Award Management (SAM) at https://sam.gov prior to award of this contract. Solicitation documents, including plans and specifications, will be available only via the PIEE website. No CD-ROMs, paper copies, telephonic, mailed, or fax requests will be accepted. Registration in PIEE should be completed at least one (1) week prior to the anticipated issue date of the solicitation.

IMPORTANT: If you are not registered, the U.S. Government is not responsible for notifying you of any changes or amendments to this solicitation. It is the contractor?s responsibility to monitor the PIEE website daily for updates. Plans and specifications will not be provided in printed format. However, the Government reserves the right to issue paper copies if deemed in its best interest. The solicitation will be provided in PDF format and requires Adobe Acrobat Reader, which is available for free at http://www.adobe.com/products/reader.

Note No. 2: All bid forms, bid bonds, and other standard documents required for bid submission, including any amendments, must be in electronic format and submitted with the proposal.

Note No. 3: Critical path method (network analysis system) is required.

Note No. 4: For this job, a small business is defined as having average annual receipts of less than $45,000,000 for the past three or five years.

Note No. 5: This solicitation includes bid options which may not be awarded.

Note No. 6: Address questions concerning downloading of plans/specifications to the Contract Specialist indicated above.

Note No. 7: Site Visit information will be posted with the solicitation.

Note No. 8: The Request for Information (RFI) process for bidder inquiries during the advertisement period will be conducted exclusively through the ProjNet internet-based system. Detailed instructions will be provided in the RFP solicitation package, which is available solely through the Procurement Integrated Enterprise Environment (PIEE) website: https://piee.eb.mil. RFIs submitted through other means will not be accepted. The Government will make every effort to respond to all inquiries; however, responses may not be provided for all questions, particularly those submitted within 10 days of the bid opening.
