SUBJECT: Sources Sought Notice/RFI – Flight Simulator Facility, Dyess AFB

DISCLAIMER: This Sources Sought (SS) is for planning and market research purposes only and does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB). This notice is issued under the authority of 10 U.S.C. § 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation (FAR). No solicitation is available at this time. The Government will not pay for any information submitted in response to this notice.

PURPOSE: The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting active public market intelligence to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs). The intent is to gather critical feedback regarding advanced commercial construction methodologies, project delivery risks, and acquisition preferences to support our upcoming project delivery selection.

PROJECT DESCRIPTION

This project will construct a single-story, approximately 33,436 gross square foot Flight Simulator Facility at Dyess Air Force Base, Texas, to support the B-21 beddown program, with an estimated Construction Cost Limitation (CCL) of $57,268,000. The facility will feature a steel-frame structure with a metal roof, brick veneer, insulated metal exterior panels, and a drilled concrete pier foundation system designed for local expansive soil conditions. Core functional requirements include three high-bay spaces housing three flight simulator training devices, substantial secure space constructed in compliance with Intelligence Community Directive (ICD) 705 standards with construction security surveillance, a 344-ton HVAC capacity, ducted communications, utilities, and associated site infrastructure and paving.
