Mobile Marksmanship Training Simulator (MMTS)

Amendment 2 (Sept 16, 2024) SOW is updated to reflect correct number of recoil rifles and CO2 refill adjusted to include Air. Changes made in Blue (Bold) Font. End of Amendment 2 Amendment 1 (Sept 16, 2024) 52.212-2 is removed and changed to "Evaluation of Quotes" in order to comply with FAR 12.602(a). Attachment is updated to showo removal of 52.212-2. End Amendment 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is a rated order under the Defense Prioritys and Allocations System (DPAS) under the DO priority and the A7 "Electronic and communications equipment" Approved program for the Dept. of Defense per 15 CFR Part 700. Requirement is for the delivery of up to six (6) Mobile Marksmanship Training Simulators (MMTS). This requirement has an option quantity which the Governent may exercise with 180 days of the effective date of the award. The total quantity including the options is six (6) MMTS's.

Solicitation W9124V24Q0010 is issued as a Request for quotation (RFQ). Award will go to the business that provides the best value to the Government. See FAR provision 52.212-2 concerning evaluation of quotes to determine the best value which is located towards the beginning of the attachment starting on page 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 52.212-2, Evaluation-Commercial Items does not apply to this requirement. Offers should inlude a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer (unless updated in SAM.gov). FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
