THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES.

The Department of the Army, Mission and Installation Contracting Command, Fort Stewart, intends to issue a competitive, unrestricted, firm-fixed-price purchase order for the 3rd Infantry Division G2 Electronic Security System (ESS) Upgrade at Fort Stewart, Georgia.

The requirement includes the upgrade, installation, integration, programming, testing, commissioning, documentation, training, and acceptance of electronic security, physical access control, and intrusion-detection-system capabilities. The contractor shall provide all personnel, supervision, equipment, materials, supplies, transportation, tools, and other resources necessary to perform the requirement in accordance with the solicitation and its attachments.

The requirement includes integration with the Government’s existing electronic security infrastructure. Applicable physical access control system products and integrated solution components shall meet the requirements identified in the Performance Work Statement and solicitation attachments. The contractor must meet applicable installation-access, personnel-security, technical qualification, and manufacturer authorization requirements.

This acquisition is issued under FAR Part 12 commercial procedures and simplified acquisition procedures. The anticipated award is a single firm-fixed-price purchase order with a 120-calendar-day period of performance after award.

The Government intends to award to the responsible quoter submitting the lowest evaluated total price whose quotation is determined technically acceptable. The Government will evaluate total evaluated price and technical acceptability in accordance with the solicitation.

Quotes are due no later than 9:00 a.m. Eastern Time on 18 September 2026. Quoters shall submit quotes in accordance with the solicitation instructions. All questions shall be submitted in accordance with the solicitation. Questions regarding this solicitation shall be submitted in writing no later than 12:00 p.m. Eastern Time on 15 September 2026. Questions received after this deadline may not be answered. The Government will post responses, if any, to this solicitation. Quoters are responsible for monitoring SAM.gov The Government may award without exchanges.

Amendment 0001 — Site Visit Information
3ID G2 Electronic Security System (ESS) Upgrade

The Government will conduct an optional site visit for Solicitation W9124M26QA024, 3ID G2 Electronic Security System (ESS) Upgrade.

Date: Wednesday, 16 September 2026
Site Visit Start Time: 9:30 a.m. Eastern Time

Attendance at the site visit is not mandatory; however, quoters are encouraged to attend. Failure to attend the site visit shall not constitute grounds for a claim after award.

SECURE-AREA ACCESS REQUIREMENTS

Each individual requiring access to secure areas must have a Visitor Access Request (VAR) submitted through the attendee’s respective security manager. VARs shall be submitted to Fort Stewart SMO Code WAQJAA3 as soon as possible to allow Government security personnel to verify access before the site visit.

Personnel entering secure areas must meet applicable clearance and access requirements. Personal electronic devices, including cell phones, smartwatches, cameras, tablets, and other wireless or recording devices, are prohibited in secure areas. Attendees must be prepared to secure these items before entry.

FORT STEWART INSTALLATION ACCESS

Personnel without authorized installation access must report to the Fort Stewart Visitor Control Center (VCC) to obtain a visitor pass. Attendees must bring a valid Government-issued photo identification card for processing.

The Fort Stewart VCC is located at Gate 1, Building 101, West General Screven Way, Fort Stewart, Georgia 31314. Attendees should arrive at the VCC no later than 8:00 a.m. to allow adequate time for visitor processing and resolution of installation-access issues.

After completing VCC processing, attendees shall remain at the VCC. Government representatives will meet attendees at approximately 9:00 a.m. and escort them onto the installation to the site-visit location.

Quoters shall submit the names of all proposed attendees and ensure that required VARs are submitted for each attendee. Questions or clarifications arising from the site visit that materially affect the solicitation will be addressed by formal solicitation amendment. Quoters are responsible for monitoring SAM.gov for amendments.

All other terms and conditions of the solicitation remain unchanged.
