AMENDMENT 06, EFFECTIVE DATE 8.9.2024 The purpose of this amendment is to extend the solicitation closing date from 9 August 2024 to 26 August 2024, and to extend the due date for questions out to 15 August 2024. In addition, several clarifying edits and updates to the Performance Work Statement (PWS) have been made. See Mod Copy and Revised Solicitation for details.

AMENDMENT 05, EFFECTIVE DATE 8.5.2024 The purpose of this amendment is to update Section 1.2 of the attached Performance Work Statement and provide further clarification on required offeror qualifications; all changes to the PWS will be highlighted in red text. AMENDMENT 01, EFFECTIVE DATE 7.11.2024 The purpose of this amendment is to add Attachment 2 - Questions and Answers_Catholic Priest, to the Attachments section of the solicitation. Non-Personal Services – Installation Management Command (IMCOM) Religious Support Office The Mission and Installation Contracting Command (MICC) Fort Sill has a requirement to provide Catholic mass and sacramental rites for all on-post soldiers, civilians, and family members.

This support enables IMCOM to meet their mission and synchronize, integrate, and deliver Religious Support and sustain facilities in support of Senior Commanders in order to enable a ready and resilient Army through contracted supported services. The Catholic services include two masses and two confessions the 3rd Sunday of each month.

The contractor shall provide an ordained Catholic Priest (with an active endorsement from the Archdiocese of the Military Services, USA) to provide mass and sacraments for the Installation. As such, this element falls under the responsibility of the Garisson Chaplain as defined in the Command Master Religious Plan (CMRP). The contractor shall perform to all standards of the contract. North American Industrial Classification System (NAICS) Code 813110, Religious Organizations, is applicable to this acquisition.

The applicable size is $13,000. The Government will be limiting competition to eligible Small Businesses under a Request for Proposal (RFP). Evaluation of offerors will be in accordance with Price and Past Performance. A Firm Fixed Price (FFP) contract is anticipated. Services shall be procured in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation For Commercial Items and 13.5, Simplified Procedures for Certain Commercial Items to the maximum extent possible.

Expected award shall consist of one Base Period of Performance (1 October 2024 – 30 September 2025) and two one -year Option Periods of Performance (1 October 2025 – 30 September 2027). There is no guarantee that any option period of performance will be exercised. The Solicitation date of issue is on 2 July 2024. All responsible sources may submit a proposal which, if timely received, will be considered. All proposals must be submitted by 17 July 2024, 2:00PM CST. See solicitation for instructions.

Pursuant to FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Contractors may obtain further information on SAM registration at the following website: https//sam.gov/. This announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. The entire solicitation package will be made available on www.sam.gov website.

Request for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the sam.gov website for release of the solicitation package or subsequent amendments.
