This is a non-personal service contract under which the personnel rendering the service are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.This is a non-personal service contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide meals, lodging, and training facilities in accordance as defined in this Performance Work Statement except for those items specified as government furnished property and services.
