This is a Market Research and Sources Sought Notice for information on capability and availability of potential businesses and in particular, small business contractors to perform a construction service in Support of the Huntington District. This is a SOURCES SOUGHT notice to determine the interest and capabilities of business firms for a possible small business set-aside. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach.
No solicitation or technical scope of services is available at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Small businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. NO award will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILIBLE AT THIS TIME; therefore, please do NOT request a copy of a solicitation.
It should not be construed as a commitment by the Government for any purpose. Responses to this sources sought notice are for Market Research only and will be used by the Government in making appropriate acquisition decisions. This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. The estimated magnitude of construction is between $1,000,000 and $5,000,000.
(DFARS 236.204) The U.S. Army Corps of Engineers, Huntington District, anticipates a future construction contract for replacement of three service gates at Clendening Lake and four service gates at Piedmont Lake. The work involves the Contractor fabricating new gates, removing existing gates, and installing new gates.
At Clendening Lake, the Contractor shall remove and reinstall six concrete flow diverters during the installation of service gates, and at Piedmont Lake, the Contractor shall remove and reinstall eight concrete flow diverters. Sources for Small Business concerns are being sought for firms with a North American Industrial Classification System Code (NAICS) of 237990, which has a size standard of $45 million in average annual receipts. The submission is limited to 15 pages (30 front and back), to include:
Responses are requested with the following information:
1. Offeror’s name, home office and/or local office assigned to perform work address, points of contact with phone numbers and e-mail addresses.
2. Statement of company’s interest in proposing on a solicitation if issued.
3. Identify the company’s business Size/Classification to include any designations as Small Business, Small Disadvantaged Business to include 8(a), Woman-Owned, HUBZone, and/or Service Disabled Veteran Owned Business.
4. Description of capability to perform the proposed construction described above. Also, it is requested that you provide: a.Preliminary fabrication and installation timeline; b. Briefly describe fabrication and quality control methods; and c. Briefly describe company's capability to perform a contract of this complexity and examples of comparable work performed within the past 5 years. All interested contractors should provide a response by February 5, 2024. NO HARDCOPY RESPONSES WILL BE ACCEPTED.

Electronic submittals will be retained for future reference, however, they are to be considered source sensitive and not subject to public disclosure.
A response to this sources sought is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This is not a Request for Proposal, only a Request for Information, and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.
