This notice announces the intent by the Florida Army National Guard (FLARNG) to procure three (3) each Dismounted Tactical Trainers (DTT) in the format of a Forward Area Air Defense, Air Battle Management Operations Center (ABMOC, Sensor) configuration via sole source through a Firm Fixed Price Purchase Order to PKMM, Inc., 6767 Spencer Street, Las Vegas, NV 89119, without competition as prescribed in FAR 13.106-1(b).

The FLARNG originally purchased three DDTs under contract W912HZ09D0003-2W01, where PKMM, Inc. was the subcontractor who fabricated the DTTs. The DTTs were procured in order to add to existing Information Technology/Software (IT) and Communication Training equipment to reflect what is currently being used to train the FAAD (Forward Area Air Defense) Warfighter. The purchase of three additional DTTs to expand the training lab capabilities in training Soldiers in Air Defense was completed through PO W911YN19P0045.

The current requirement is a life cycle replacement of the original systems purchased in 2009. PKMM is the only vendor known to engineer, fabricate, assembly, test and put into employment, DTTs which support training of Air Defense Tactics, Techniques, and Procedures. Purchasing these additional DTTs from the original manufacturer of existing equipment ensures the FLARNG has interoperability between the existing equipment and the new equipment.

Furthermore, it eliminates the need for additional training on new equipment and maintains continuity across all DTTs within the organization. The North American Industry Classification System (NAICS) for this requirement is 334111, with a Small Business Size Standard of 1,250 employees, and PSC 6920. This announcement fulfills the synopsis requirements under FAR 5.102 and 5.203. This Special Notice of Intent is not a request for competitive quotes.

Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least ten (10) days after the publication of this notice, the award will be issued as a sole source requirement to PKMM, Inc. All questions and responses concerning this notice shall be emailed to Darrin Weaver, darrin.j.weaver.mil@army.mil. Interested concerns must identify their capability in writing to the above email address no later than 11:00 AM ET, 11 July 2024.
