Notice of Intent (NOI) to sole source integration services on the Supervisor Control and Data Acquisition (SCADA) system to Motor City Electric Technologies as part of the 9-Mile Pump construction contract. The 9-Mile Pump Station project is located in St. Clair Shores, Michigan.
Description: The U.S. Army Corps of Engineers (USACE), Detroit District, anticipates publicizing a solicitation for a construction contract for the 9-Mile Pump Station located in St. Clair Shores, MI. As part of this procurement, USACE Detroit District intends to only specify a portion of the acquisition on a sole source basis under the authority of Revolutionary FAR Overhaul 6.103-1(b) One Responsible Source to Motor City Electric Technologies for the integration services on the SCADA system.
The required sole source element is a highly specialized integration service for the SCADA system, which necessitates programming of new HMI and SCADA software screens and SCADA software screens for the systems for proper system monitoring and control. This critical integration work must be performed by Motor City Electric Technologies, as they are uniquely qualified and deeply integrated with the existing infrastructure.
As the incumbent vendor engaged with Macomb County, Motor City Electric Technologies possess an unparalleled understanding of the proprietary SCADA system and are an integral part of the county's critical cyber security plan. Motor City Electric Technologies also developed and exclusively maintains the county’s proprietary graphic standards, which are essential for creating a consistent operator interface that minimizes operational errors.
Awarding this work to any other contractor would introduce unacceptable risks to cybersecurity and operational stability and would contribute in substantial duplication of cost and mission-critical delays, as a new vendor would need to undergo a cost-prohibitive and time-consuming process of reverse-engineering the existing proprietary control and display standards.
Therefore, Motor City Electric Technologies is the only source able to perform these essential services without causing substantial duplication of cost, unacceptable delays, and a degradation of operational security and efficiency. The prime contractor must coordinate with Motor City Electric Technologies for the SCADA integration services as no other source can satisfy the government's requirement.

This is not a request for a competitive proposal. This is not a solicitation, and the information contained herein is subject to change or be eliminated from the requirement. Only firms capable of providing a compatible equivalent is requested to respond by email.
Oral communications are not acceptable in response to this notice. Responses Interested parties able to source and procure a directly compatible equivalent product may identify their interest and capability in writing to the identified points of contact below, no later than April 24, 2026, at 2:00pm (Eastern).

Reminder Responses shall be evaluated solely for the purpose of determining whether or not to conduct this portion of the procurement on a competitive basis. A determination by the Government, based upon responses received from this notice, is solely at the discretion of the Government.
