The U.S. Army Corps of Engineers, Detroit District is seeking contractors for Clinton River Microbial Source Tracking project located in Macomb and Oakland County, Michigan.
The U.S. Army Corps of Engineers, Detroit District intends to issue a Request for Proposal (RFP) to award a single firm fixed-price service contract for Microbial Source Tracking (MST) of samples from the Clinton River. Analyses will be conducted in order to determine where E. coli is present in the Clinton River Area, located in Macomb and Oakland Counties, Michigan. The positive E. coli samples will be mapped and then select samples will be passed on for microbial source tracking (MST) testing.
The MST testing will help determine whether the E. coli hits are from human sources. If the MST sample results show that they are from human sources, those areas will be further investigated with in-person reconnaissance and additional sampling to try and locate the source. The main goal is to determine the source of the human E. coli which will then allow Macomb County an opportunity to locate and eliminate the source(s).
This study will help to further develop the existing Macomb County Clinton River Water Quality Monitoring Plan.
The area of performance for this contract is in Macomb and/or Oakland County(s) and the outline of work shall include, but not be limited to, the following tasks: Project Management, Monthly Reporting, and Invoicing Quality Control Plan, Kick-off/Quarterly/Monthly Update Meetings Laboratory Testing / Reporting This Study is in support of the Michigan Water Strategy, a State of Michigan 30-year plan, to protect and restore aquatic ecosystems.
One of the main goals of the Michigan Water Strategy is for communities to monitor water systems. Michigan seeks to develop and fund a coordinated, long-term monitoring strategy to provide baseline and trend information about surface and groundwater quality and quantity. This information is necessary to base decisions and best direct actions and future investments to support healthy people, ecosystems, communities, and economies.

R499 – Support – Professional: Other The Solicitation is anticipated to be issued in August 2024. The solicitation package materials and Performance Work Statement (PWS) will only be available electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submission is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on SAM.gov and PIEE.
The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation. Please note: the Government will NOT maintain a bidders list during the solicitation period. Any interested contractor must have an active registration in the System for Award Management (SAM) prior to submission of proposals to be eligible to conduct business with the Federal Government. Contractors can access SAM for free at www.sam.gov.
Additionally, as required by DFARS 252.204-7019 Notice of NIST SP 800-171 DoD Assessment Requirements, any interested contractor must complete a NIST assessment on PIEE in the Supplier Performance Risk System (SPRS) module.
