In accordance with FAR Part 10 – Market Research, the United States Army Corps of Engineers (USACE), Detroit District is conducting market research to determine the availability of entities within the market to support The Duluth Ship Canal Shoreline Protection project. This is NOT a Request for Proposal (RFP), is Not an Invitation for Bid (IFB) nor the Solicitation. No proposal is being requested or accepted with the Sources Sought Notice, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The work includes the following:
The US Army Corps of Engineer (USACE) Duluth Ship Canal Shoreline Protection Project entails the construction of a shoreline protection system to continue a line of protection and pedestrian walkway from the end of the City of Duluth’s Lake walk structure and revetment to the Duluth ship canal north pier, approximately 200 linear feet total.
This project consists of the construction 200 linear feet of a new reinforced concrete T-wall, 200 linear feet of stone revetment placement on the waterside of T-wall, landscape reconstruction for recreational grounds on the landside of the T-wall, concrete pavement demolition and replacement, and installation of a new storm drainage system, all on USACE property. If you are interested, please review the SAM posting, complete the attached questionnaire, and send it back to the identified POC of this notice.
Your responses will help us determine what type of set-aside we will use for this project. If you are not interested, please provide some feedback as to why (location, value, bonding, etc.) as your answers in the negative do assist us in our market research efforts. Data collected from the responses will become the property of the USACE and will be used to provide a snapshot of how businesses who participated are capable of providing service to support the construction of the Duluth Canal Shoreline.
The estimate manguitude of construction is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, which has small business size standard in $45.0 million. Participation in the questionnaire is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts.
The responses received to this notice shall be in summary format and shall not exceed five (5) pages, not including the Source Sought Information Form (Attachment of this Notice). information to be included in the fillable form attachment of this sources sought notice.
