The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a need for a Requirements Contract for Portable Toilet Services at Shenango River Lake. Shenango River Lake and the referenced facilities are located in Hermitage and Transfer, Mercer County, Pennsylvania. Public-use facilities owned and operated by USACE at Shenango include three developed recreation areas including a 330-site campground, shower houses, restrooms, boat launches, swim beach, various access areas and administrative offices.

This procurement will be set aside 100% for Small Business. The applicable NAICS Code is 562991 – Septic Tank and Related Services. Small business size standard is $9M. The anticipated period of performance is 1 May 2024 – 31 March 2025 plus four (4) one-year option periods, if exercised by the government. The total contract term including the exercise of any options, will not exceed 5 years 6 months.

Period of Performance:

Base Year: 1 May 2024 – 31 March 2025 Option Year 1: 1 May 2025 – 31 March 2026 Option Year 2: 1 May 2026 – 31 March 2027 Option Year 3: 1 May 2027 – 31 March 2028 Option Year 4: 1 May 2028 – 31 March 2029 The work consists of furnishing all necessary labor and equipment to collect and dispose of raw sewage and sludge at the Chestnut Run Swim Beach area in accordance with procedures established in the Performance Work Statement (PWS). The PWS will be provided with the solicitation.

Approximately eight (8) portable toilets shall be furnished and maintained by the contractor. At least four (4) of the toilets must be ADA-compatible. The following services shall be performed as one complete cleanup service:

1. Pump and clean portable toilets. All rocks, cans, liquids (except the bottom three inches) and other waste shall be removed from each system each time it is pumped.

2. All spillage resulting from pumping operations shall be removed before Contractor leaves the site. The solicitation will be released on, or about, March 28 2024 online through the System for Award Management. Interested vendors should submit a capabilities statement summarizing the following:

CAGE CODE, Unique Entity Identifier, Name/company branding, summary description of the company, core capabilities, federal small business certifications, previous federal contracts, and applicable NAICS codes.
