The Mission and Installation Contracting Command (MICC) - Fort Bliss, TX is issuing a construction solicitation W911SG-25-B-A031, in support of the United States Army Directorate of Public Works (DPW) located at Fort Bliss, Texas.

General Information: Remove the existing shingle roof system entirely down to the structural deck. The contractor considers 500 sf of damaged deck that will be demolished to expose the rafters. Replace only sections of roof decking that are too damaged for continued use. Assume 500sf od damaged roof decking will require replacement. Sections of damaged roof decking visible from ground level shall be replaced in-kind.

For damaged roof decking that cannot be seen from ground level, 3/4-inch plywood sheathing may be installed. If necessary, reinforce the existing rafters to be level and flat. Provide and install new metal shingle “ATAS CastleTop metal shingles, Dove Gray” system with 120 mph wind speed coverage or approved equal. Existing fascia to be remain in place. Repair and replace wood rafter tails, prime and paint (two coats). Prime and paint (two coats) all existing, exposed wood deck soffit, fascia, and rafter tails.

Installation in accordance with roofing manufacturers’ details required to meet manufacturer’s 30-year roof warranty 120 mph wind speed coverage. Contractor to field verify and validate the existing conditions of the beadboard soffit. Replace sections that are too damaged to repair. Match existing. Procurement will be solicited as one hundred percent (100%) HUBZone. The solicitation will result in a Firm-Fixed-Price (FFP) contract.

The anticipated period of performance is 90 calendar days after Notice to Proceed has been issued. The North American Industry Classification System (NAICS) code is 238160 (Size Standard $19 Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000 Please see attached solicitation and supporting documents.
