Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for GSA Vehicle Maintenance Building 1794 at White Sands Missile Range (WSMR), New Mexico The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the airflow capacity of the vehicle exhaust extraction system in GSA Vehicle Maintenance Building 1794 at White Sands Missile Range (WSMR), New Mexico.

This acquisition is 100% set aside for HUBZONE under NAICS 238220 (Size Standard $19 Million). The estimated procurement value ranges between $250,000 and $500,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work.

Compliance with applicable State, local, and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms, and conditions is mandatory. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM.

County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted, with details available in the solicitation.

The tentative date for issuing the solicitation is on or about TBD, bid opening is to be determined (TBD), and completing contract performance 120 calendar days after contract award under TBD solicitation number. The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov. No paper copies of this solicitation are available.
