Intent to Sole Source Notice - Garrison Dock Rental for West Point, NY

This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.

The Government intends to solicit and negotiate with: Garrison Yacht Club, Inc. 9 Garrison Landing Garrison, NY 10524-3648 This is a recompete requirement for a base plus four (4) one (1) year option periods to access the Garrison Yacht Club Dock, for CLIN’s 0001, 1001, 2001, 3001, and 4001, at West Point, NY and the period of performance is from 05 July 2024 through 04 July 2029. This requirement is considered a sole source to utilize the Garrison Yacht Club Dock at the Garrison Yacht Club, Inc., which is based on market research.

The previous purchase history shows the Garrison Yacht Club, Inc. as the sole source for the past (9) nine years. The NAICS Code Qualifier is 531120: Lessors of Nonresidential Buildings (except Miniwarehouses) and the SBA Size Standard is $34 Million. This Notice of Intent is not a request for competitive proposals.

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
