OmniSIG Studio Perpetual License-Synopsis

This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.

The Government intends to solicit and negotiate with: DEEPSIG INC. 1300 17TH ST N #1260 Arlington, VA 22209 This requirement is for OmniSIG Studio Perpetual License- - Standard OmniSIG Studio distribution is a Docker Image tested under Ubuntu 18.04, 20.04 and 22.04 for single instance use on an x86_64 machine with single NVIDIA GPU that meets the following criteria: compute capability >= 6.1(GTX 1060 or better), at least 8 GB of VRAM, and NVIDIA driver >= 470. for The Army Cyber Institute at West Point. QTY: 1 each This is considered a sole source to DEEPSIG Inc. because – based on market research and to the best of MICC West Point’s knowledge – their license subscriptions, digital platforms, and its contents are proprietary.

Its contents and materials are only accessible through their database. The vendor does not sell nor supply access to their platforms through third parties. The NAICS Code Qualifier is 513120; SBA Size Standard is 1000 employees. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.

However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Elsevier Inc. If you are an authorized partner / seller of Elsevier Inc, you must provide written proof from DEEPSIG Inc. that says you are authorized to supply / sell their license subscriptions as well as access to their digital platform, its contents, and materials on their behalf (* INFO WILL BE VERIFIED *).

All interested parties must provide the following data with their responses: 1. Company Name and Address 2. SAMs Unique Entity ID (UEI) 3. CAGE Code 4. TAX ID# (aka “EIN” or “TIN”) 5. NAICS Code (must be registered with NAICS 513120 to qualify) 6. Business Size (must specify “Large” or “Small”) 7. Company POC, Email, Phone# 8. Proof (no exceptions) - - a. Authorization letter from DEEPSIG Inc. that says you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on their behalf.

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement.
