This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation. The quotes shall reference the solicitation number W911RZ-25-Q-A007.
This solicitation document and incorporated provisions and clauses that are in effect through Federal Acquisition Regulation FAC # 2025-03, dated 01/17/2025 and Defense Federal Acquisition Regulation Supplement (DFARS) Change # DFARS Change 01/17/2025. The Mission Installation Contracting Command (MICC) - Fort Carson intends to award a Firm-Fixed-Price Contract to a total small business set-aside for the acquisition of the RNEC FI-MUE BATTERY REPLACEMENT at Fort Carson, Colorado.

The North American Industrial Classification System (NAICS) code for this procurement is NAICS Code: 335910, Battery Manufacturing, size standard 1250 Employees. This will be a totally small business set aside. The Product Service Code is J059 Maintenance, Repair, and Rebuilding of Equipment-Electrical and Electronic Equipment Components.
Description of Requirements The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to Furnish and Labor to install new Absolyte Value Regulated lead-acid (VRLA) battery cells, modular steel tray housings, Positive +/Negative – terminate plate, and Frame Retardant Transparent Module Cover (plexiglass) with standoff for four (4) each Communications Nodes locations.
The new battery cells shall be the same brands and equal in amp-hours and not refurbished or renewed. Two (2) locations shall have the same brands and equal in amp hours. Two (2) locations shall have different battery cells that requires higher amphours to 1.75 Volts Per Cells at 8-hours rate. Per the on-site survey its will be determine which locations. The contractor shall reconnect existing Alarm/control cable hardness on each battery cells and reinstall Ni-Cad Neutra Mat as defined in this PWS.
The contractor shall perform to the standards in this contract. Enterprise Center (NEC), Fort Carson, Colorado has a requirement for a onetime purchase and installation of replacement batteries in the CN5 Building 7500, CN4 Building 6256, CN8 Building 2435, and CN10 Booth Mountain.The contractor shall provide new batteries, removal/disposal service, and installation/testing of new batteries. This battery purchase includes a full five-year warranty.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Equipment removal and installation shall be completed within 7 days of receipt of materials. Parts number and description listed in Table 1.

Site visit recommended due to site conditions before submitting quotes. The site visit is scheduled for 10:00 AM MDT on 19 May 2025 and 2nd site visit 08:30AM MDT 23 May 2025. Please email George.e.Hargis.civ@army.mil if you plan on attending the site visit.
All questions must be submitted no later than 9:00 AM MDT on 27 May 2025. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform replacement of batteries as defined in this PWS. The contractor shall meet the standards in this contract. Please see attachments for further details.
Amendment 0001: The purpose of the amendment is to update the meeting location for the site visit scheduled for 19 May @ 1000. We will meet at the visitor center located at 6012 Nelson Blvd, Colorado Springs at 930. All contractors are required to get a visitors pass in order to come on post. Any question please email farah.surin.civ@army.mil or george.e.hargis.civ@army.mil before 0830 the day of.
Amendment 0002: The purpose of the amendment is to inform the public of (1) a 2nd site visit on 23 May 2025 @ 08:30AM MDT and extending the solicitation closing date to 2 June 2025 @ 09:00 AM MDT. All contractors will meet at the Main Gate visitor center located at 6012 Nelson Blvd, Colorado Springs NLT 08:30AM MDT then convoy to Range Control Facility 2740 Wilderness Road building 9550 get at down range pass. All contractors are required to get a visitors pass in order to come on post.
And (2) to upload the new PWS. Questions must be submitted by 27 May 2025 @ 09:00AM MDT. Any question please email farah.surin.civ@army.mil or george.e.hargis.civ@army.mil before 16:30PM MDT the day BEFORE (22 May 2025).
