Aberdeen Proving Ground (APG), MD 21005 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501, Only One Responsible Source FAR 13.501(a)(1)(ii) based on proprietary issues.
The Government intends to solicit and negotiate with Applied Research Associates, Inc., 4300 San Mateo, Blvd., NE STE A220, Albuquerque, New Mexico, 87110-1295, for engineering and analysis support as it pertains to all aspects of development and maintenance of the Advanced Joint Effectiveness Model (AJEM), to include Fast Air Target Encounter Penetration (FATEPEN), and integration of survivability, lethality, and vulnerability (SLV) techniques and applications with other Modeling and Simulation (M&S) applications.
The Contractor shall perform efforts that require the application of established methods, practices, and techniques, and shall recommend new procedures as applicable. The work ranges from answering a help desk and addressing questions to complex M&S tasks for which guidelines and precedents are usually applicable, but interpretation and analysis may be required.
Support includes gathering, researching, verifying and analyzing facts; skilled utilization of basic tools and techniques of the field (e.g., software design and development, interactive development environments, applying debugging tools, user requirements surveys, data bases, Unix and Unix based software, C, JAVA, Python, C++, Tcl/Tk, X11 and others); selecting and applying established methods, practices and procedures, requiring only minor changes; development of financial documents using historical data and researching new sources, monitoring financial status; and coordinating with Government personnel to obtain information.
The Contractor shall perform continued software development activities to include gathering requirements, designing the software, writing software, developing test cases, writing user documentation, and providing user training. These software changes to AJEM are contained in software change requests (SCRs). The Contractor shall integrate these SCRs to include verification test program(s) into the AJEM or other required SLV software and its existing verification/regression test process.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete with the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
