This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is WD Advanced Materials, located at 6710 Virginia Manor Rd., Beltsville, MD, 20705. This notice of intent is not a request for competitive proposals.
However, the Government will consider all proposals received prior to the closing date and time of this solicitation The solicitation number is W911QX24Q0177. This acquisition is issued as an Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 April 2024. The associated NAICS code is 327910. CLIN 0001: Quantity six (6) diamond plate samples with one (1) micron nitrogen-vacancy (NV) layer and varying polish Description of requirements: Quantity one (1) 10x10x0.5 millimeters (mm) diamond plate with one (1) micron nitrogen-vacancy (NV) layer and three (3) nanometer (nm) polish Quantity three (3) 7x7x0.5mm diamond plate with one (1) micron NV layer and three (3) nm polish Quantity two (2) 7x7x0.5mm diamond plate with one (1) micron NV layer and five (5) nm polish Shipping and Handling of all items to the Destination Delivery is required by 16 December 2024. Delivery shall be made to U.S. Army Research Laboratory (ARL) located at the Adelphi Laboratory Center (ALC) in Adelphi, MD.
Acceptance shall be performed at US Army ARL located in Adelphi MD. The FOB point is the Destination. The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
