(1) Action Code: SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only.
Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women- Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB).
The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. C.3.
BPA REQUIREMENTS: C.3.1. The Period of Performance (PoP) for each BPA will be for a two (2) year period from date of established agreement. The agreement will have a Not to Exceed (NTE) price of $250,000.00 and a maximum dollar amount of $25,000.00 for each individual Call. The Government will make payment using a Government Purchase Card, and each agreement holder will submit a summary invoice per Call. The Government will solicit each Call, to all offerors holding an Agreement.
The Government shall provide fair opportunity to each offeror. The Government will award each Call on a Lowest Price Technically Acceptable (LPTA) basis. The Government will evaluate the following factors submitted on a Call, in this order: technical, price and past performance, with technical being more important than price and past performance, combined. The Contracting Officer and the Ordering Officer are authorized to issue a Call under this BPA. C.3.2.
The Contractor shall provide all management, plant, supervision, labor, equipment and materials necessary to accomplish each Call. C.3.3. The Contractor and the Government will meet to discuss the Call requirements. The Government will issue a PWS as a result from the meeting for the Call. The Contractor shall use the information provided by the Government and submit a proposal for the Government for review. Most PWS will require work to be completed within a two (2) week period after all equipment is on-site for the requirement. C.3.4.
Required Standard of Workmanship: Unless otherwise specifically provided in the Call, the quality of all services hereunder shall conform to the highest industry standards in the relevant profession, trade or field of endeavor. The Contractor shall ensure all work, rendered by employees is supervised directly by individuals fully qualified and/or certified in the relevant profession, trade or field, and holding any licenses required by law.
The Contractor shall be responsible to verify any certification that is required. C.3.5. Calls issued under this Master BPA will be Firm Fixed Price (FFP). Davis Bacon Act Wage Determinations, included in this BPA, will apply to all work over $2,000.00. C.3.6.
BPA Clauses: Both parties to this BPA (i.e. Government and Contractor) shall agree upon the clauses set forth in the BPA Master Agreement Award and applied to each individual Call.
C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include:
(I) To what extent each of the specifications can be met.
(II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $41,500,000.00 standard that accompanies NAICS code 561210. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
(III) Past experience/ performance through the description of completed projects.
