Artificial Intelligence and Machine Learning-Managing Massive Data Sets: HERMES Broad Agency Announcement (BAA) Cost Plus Fixed Fee (CPFF) contract for up to five (5) years in support of the Army Research Laboratory under BAA Solicitation # W911NF-23-S-0001 “DEVCOM Army Research Laboratory Broad Agency Announcement for Foundational Research.” In accordance with FAR 16.301-2(a)(1) and 16.301-2(a)(2), the Contracting Officer has determined that a cost reimbursement contract is suitable for this effort as it includes the scientific, engineering, and analysis support for novel research and development (R&D) related to Artificial Intelligence and Machine Learning - Managing Massive Data Sets under a Broad Agency Announcement (BAA).

Costs cannot be estimated with sufficient accuracy to use any type of fixed-price contract. As such, the uncertainties involved in contract performance also do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract. Since the conditions for a cost reimbursement type contract are present in accordance with FAR 16.306(b)(1)(i), a CPFF type contract is specifically suitable for this effort.
