EIE483 and EIE484 - 236220 – Commercial and Institutional Building Construction

(Note: While Other Transaction Authority is not subject to FAR-based small business regulations, this NAICS code is provided for market research to help the Government understand the size and demographics of the interested industrial base.)

Small Business Size Standard: $45 Million

The U.S. Army Corps of Engineers (USACE), Alaska District, has requirements for two separate Military Construction (MILCON) projects at Eielson Air Force Base, Alaska:

  1. EIE483 – Joint Mobility Center Expansion: Design and construct a new Deployment Processing Facility sited relative to the airfield and supporting facilities to be occupied by 354th Logistics Readiness Squadron personnel. The facility will contain areas for the Personnel Deployment Function, Cargo Deployment Function, and Deployment Control Center, plus building support spaces. The Personnel Deployment Function area will contain a non-sterile holding area for processing passengers, a manifesting office for weighing passengers with their gear, a sterile holding area for passengers who have been manifested and are awaiting mission briefing, and a second sterile holding area for mission briefings. The current schedule identifies design starting in FY27 and construction starting in FY29, with a period of performance from FY27 through FY31.

  2. EIE484 – 225-Bed Permanent Party Dormitory: Construct a 3-story permanent party dormitory to house 225 unaccompanied enlisted airmen. Construction will include slab-on-grade and steel frame with concrete masonry unit block veneer and insulated metal panel over metal studs at exterior walls. Supporting facilities include 200 parking spaces, extension of steam, water, and sewer utilities, power distribution, and land scaping to service the new facility. Main facility spaces include 225 dormitory units, activity space, communal kitchens, dorm management office, public restroom, laundry, theater/meeting space, elevator, and mechanical/utility space. The current schedule identifies design starting in FY27 and construction start in FY28, with a period of performance from FY27 through FY31.

Estimated Acquisition Magnitudes:

EIE483 – Joint Mobility Center Expansion: Approximately $249.2 million.

EIE484 – 225-Bed Permanent Party Dormitory:  Approximately $305 million.

Planned Acquisition Strategy: The Government anticipates utilizing an Other Transaction (OT) Agreement for each project. The final delivery method has not been determined and may be Progressive Design-Build (PDB) or Construction Manager at Risk (CMAR), as informed by market intelligence and Government requirements.

The Alaska District is conducting market intelligence to assess industry capability and interest in supporting these efforts utilizing an OT Agreement under the authority of 10 U.S.C. § 2808a. This authority permits the Secretary concerned, subject to applicable statutory requirements, to enter into transactions other than contracts, cooperative agreements, or grants for facility repair and construction projects, including planning, design, engineering, prototyping, piloting, and execution. This authority is distinct from the Department of Defense prototype OT authorities commonly associated with 10 U.S.C. § 4021 and 4022. The Government will use market-intelligence responses to inform the appropriate delivery method, acquisition approach, and project-specific terms for each requirement.

The anticipated delivery approach is expected to include the following phases, subject to the final acquisition strategy and project-specific solicitation terms:

  1. Phase 1: Design and Pre-Construction Services. The OT Awardee shall collaborate with the Government and, as applicable, the Designer of Record (DOR) or project design team to support scope validation, constructability, cost estimating, schedule development, risk management, design coordination, and development of a proposed construction price.
  2. Phase 2: Final Design and Construction. Upon reaching an agreed-upon level of design and completion of pre-construction activities, the Awardee may submit a proposed Guaranteed Maximum Price (GMP) or other agreed-upon construction price, as identified in the applicable solicitation. If the Government accepts the proposed price, the Government may authorize construction execution. If the parties cannot reach agreement on price or other required terms, the Government retains an off-ramp to complete the requirement through an alternative acquisition or delivery method.

SUBMISSION INSTRUCTIONS: Please see the attached Market Intelligence Questionnaire pdf and email your response to Mark Corn (Mark.R.Corn@usace.army.mil), Kim Tripp (Kimberly.D.Tripp@usace.army.mil), Theresa Afrank (Theresa.M.Afrank@usace.army.mil), and Jennifer Gosh (Jennifer.Gosh@usace.army.mil) by 29 October 2026 at 14:00 Alaska Time. Any questions regarding the requirement or issues please reach out to Mark Corn and Kim Tripp.
