AMENDMENT 0003: No changes were made in the solicitation requirement. Change was made in the system to reflect the extended solicitation time and date of 1300 Central Standard Time, 21 JUL 2025, as noted in AMENDMENT 0002. AMENDMENT 0002: Purpose of this amendment is to clarify the CTA requirements for Prime Contractor and Subcontractor. This solicitation is extended to 1300 Central Standard Time on 21 JUL 2025. AMENDMENT 0001: The purpose of this amendment is to provide answers to questions (see attachment) submitted from industry. No other changes were made. .

AMENDMENT 0003: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number is W91151-25-R-A009.

This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective 17 January 2025, DFARS Defense Publication Notice Current to DPN: 17 January 2025, and the Federal Acquisition Regulation (FAR). Description: This contract encompasses the performance of Kitchen Hood Cleaning Services, Preventive Maintenance and Repair at Fort Cavazos, Texas. These services shall be provided at various locations throughout the Main Cantonment (MC), North Fort Cavazos (NFC), West Fort Cavazos (WFC) and the Belton Lake Outdoor Recreational Area (BLORA). Throughout the term of the contract, Fort Cavazos will demolish and construct various buildings and structures, but the overall impact on contract services will be minimal.

MICC Fort Cavazos intends to award a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Kitchen Hood Cleaning, Preventive Maintenance and Repair service. The associated North American Industrial Classification System (NAICS) code for this procurement is 561790 - Other Services to Buildings and Dwellings, Business Size Standard is $9M. This requirement is a 100% Total Small Business Set-Aside acquisition. See the attached Performance Work Statement (PWS) for full requirement details.

The contract is for a 60-month ordering period, with the Government having the option to place orders for kitchen hood repairs on an as-needed basis. The resulting contract will include FAR 52.217 -8, option to Extend Services. Task Orders (TO) will only be issued by the Mission and Installation Contracting Command-Fort Cavazos, Installation Support Division. Your points of contact for this requirement are as follows:

Proposals received after this date and time will be considered late in accordance with FAR 52.212-1(f) and will not be evaluated.

The Contracting Officer intends to make an award without discussion; however, that does not prevent the Contracting Officer from holding discussions if it is in the best interests of the government. All proposals must reference and acknowledge all amendments posted to this solicitation, if applicable. All questions must be submitted no later than 1300 Central Standard Time on 10 JUL 2025, to both the Contract Specialist and the Contracting Officer at the above email addresses. Question can only be submitted via email. Requests shall be marked with solicitation number W91151-25-R-A009.

Site Visit Information: Will meet at BLDG 41018 at 1300 to view regular and wash water kitchen hoods. Then proceed to BLDG 34002 to view ultra violet kitchen hoods. To obtain a visitor pass for Fort Cavazos (Fort Hood), visitors can apply online in advance or visit the Marvin Leath Visitor Welcome Center. A valid photo ID (like a driver's license, passport, or DOD ID) is required, and non-DOD card holders will be vetted through a background check.

Applying Online: Visit the online portal at pass.aie.army.mil to request a pass. This option allows you to apply in advance from your computer or mobile device. You'll need to provide information about yourself and your visit.

Applying in Person: The Marvin Leath Visitor Welcome Center is located off Interstate 14 (US Hwy 190) on T.J. Mills Blvd. It's adjacent to the Fort Hood Main Gate, according to the U.S. Army Fort Hood. You'll need to present a valid photo ID. If you don't have a DOD ID, you'll be subject to a background check.

Additional Information: Some visitors with specific credentials, like a VHIC with certain designations (Service-Connected, Former POW, or Purple Heart), may be eligible for a longer-term pass. Motorcyclists need to have an endorsement on their license and a motorcycle safety card. Contractors without a CAC need a letter of employment. If you are denied access, you can fill out paperwork at the Visitor Welcome Center to appeal the decision
